No specific categories, no patch version requirement.
Basically, you are creating areas without encounters. You can put special effects and placeables in them, though.

There was no easy way to bring this contest to a close.
I would love to give something to everyone that entered, just for entering. But then, people would complain that they were not being awarded for their "superior" work, or that it's unfair that others that *might* have plagiarized others' work got the same prize as someone that didn't.
If we awarded some, we would probably have a situation where someone would claim that, because we did not award them a prize, a shadow of doubt would be cast over them.
Believe me, it was not an easy decision to make. It caused many headaches

Does a special effect created with the VFX editor count as custom content that needs to be uploaded to the vault first? I have a waterfall VFX that is pretty specific to the area I'm working on and it doesn't seem to be of much general use.

Yep, it should be uploaded. Part of the goal of these contests is to make more assets available to the NWN2 community.

In the waterfall example, you are essentially using a visual effect that was made by one community member and made available to the rest of the community. If that effect is already on NWVault, you do not need to submit your own version of it

Related how? They do not have to be connected, but it is easier if you submit them as a single module. You can, of course, submit them separately.

You can put all of your custom content into a single hak. Just make sure that hak is available in the hak downloads.

The use of Yatt will be allowed. However, you will have to package the PUBLIC DOMAIN 2d heightmap with your area/module. You will also have to be sure to credit the source, if it is not your own.

Double click the NWN2 icon on your desktop. You should be presented with a menu screen... select Update.

Or, from your start menu, open up the Neverwinter Nights 2 section, then select Update.
